This report at first blush may appear to be subject matter irrelevant to space exploration and understanding what may be out there and what may not be when it comes to life and especially the presence of intelligent advanced life. However, to understand why the planetary exploration data is so compromised with so much of its truth denied to us, at least in the form released for public consumption, one must also obtain a little insight into the secrecy mind set behind that activity and how that mind set demonstrates itself via visual evidence here on Earth and that space exploration obfuscation is just an extension of that general mind set.

The subject here is a large power plant located in Utah a short distance northeast of the old Topaz Ware Relocation Center where those of Japanese descent were temporarily located in WWII and is known as the Intermountain Power Plant (IPP). It is suppose to be a electrical power generation facility supplying power among others primarily west to the city of Los Angeles in California via overhead west bound walker lines crossing part of Utah, all of Nevada, crossing up over the Rocky mountain range into LA.

At first, since this is a coal fired plant that could have been located closer to LA, this distant arrangement seems a bit strange until one begins to look deeper. It is the same with the Arizona Public Service Power Plant that is actually located in New Mexico but also nearby just south of the San Juan/Dulce super secret deep mining facility that is also suppose to be a power plant in the same general area.

Remember my last Report #178 on the Dugway Proving Grounds and Michael Air Force base? I suspect a cooperative arrangement here between the Dugway military and big corporate America as represented here by IPP. Power may be covertly routed to the Dugway Proving Ground area not too far north via underground tunnel systems that connect with this power plant and likely Dulce as well in an even larger underground network. Of course it's all a big secret as usual but a secret from who exactly?

Now the next four images will provide a visual tour of some of the primary parts of the IPP facility starting with the first wide-angle context view below. Note that, unlike the San Juan/Dulce facility where the coal appears not to be really replenished and the coal boilers not really that active (primarily for show), the coal beds here are replenished by trains and active. The coal is fed via conveyor systems into two larger 301 foot tall boilers that share a single tremendous 701 foot tall exhaust stack between them. In other words, this is a very active power plant in compliance with its original stated design purpose of supplying power both locally and distant but perhaps also much more than that.

Now note that the above 5th image in this series demonstrates three large round domed structures and that the dome covers appears to be of the skeletonized light weight Bucky Fuller type geodesic design with fabric spread across that framework. I point this out because this top cover is also a design often used in military radar antenna arrays. Now the covers prevent a look inside these large round elevated structures, so I cannot say whether these contain components associated solely with the plant producing power or if they represent some covert antenna array operation designed to blend in with the power plant purpose?

So why would I even bring up that these three large round structures might not be associated with the power plant producing power? Well because of the next images below and their implications.

The above 6th image demonstrates an intense concentration of large exhaust fans very much like the concentrations at the San Juan/Dulce facility. These fan numbers and concentrations appear to exceed any coal fired power plant design needs.

I would also like to bring you attention to the pavement around these fan clusters. Note the faintly seen patterns in it. These pavement patterns are consistent with unique visual pavement patterns seen at Dugway and Michael Air Force base as well as a number of other military facilities of the more secret kind in the south western USA. They are typical of these military facilities but not typical of civilian facilities. I have no idea whether these are flaws in the pavement due to improper specifications or represent some useful function? However, these patterns are a signature common to military facilities in this part of the USA.

Note that the fan concentrations are grouped in cluster formations that would for the most part appear from ground level casual distance observance to be large round fuel tanks often seen at power plants providing provisions for alternative and emergency fuel resources. However, when one digs deeper, it appears that they are not part of the original power plant design as evidenced by a year 2007 ground level image of the plant in operation below.

Note the above 7th image appears to have been taken in 2007. Note that the plant is in operation but neither the large round raised tank looking exhaust fan concentrations or the round raised hooded domes are present. It should be noted that the plant was put into operation in 1986-1987 and 20 years later at the time of this image it still does not have either of these components added. So obviously the fans and domes are clearly not part of any original design.

It should also be noted that this power plant experienced upgrades in 2003 and 2004 some 3-4 years before the above 7th image was taken in 2007. Therefore it is significant that some 3-4 years after the upgrades the exhaust fans and large round tanks with fabric cover additions were not part of this upgrade and therefore cannot be confused as being associated with these upgrades.

On the other hand, take a look at the above 8th image uploaded to Google May, 2009 just two years later clearly demonstrating a massive white exhaust cloud coming from the now obviously newly added fan arrays that completely dwarfs by several times the exhaust cloud coming from the boiler's original design exhaust stack also in operation at the same time. Remember that the stack and its exhaust is by design matched to the two boilers and in theory adequately sized to service them as an heat exhaust. So, if the massed fan concentrations are not needed to support the coal fired electricity producing function, why are they present?

You should know that the Intermountain Power Plant facility is 82nd on a list of the top 100 most polluting coal fired power plants in the USA. There was a drive and a plan to add a 3rd component to produce additional power to this plant but that was squashed by environmentalists and cancelled. Remember, prior to the fan installations, that left the plant limited to its original design capacity. Yet look at the dramatic difference between the size of the exhaust stack heat signature (steam equals heat) and the massive heat signature of the newly added exhaust fan concentrations.

Do you really believe that the new exhaust fan installation on the right in the above image that is 3-4 times the size of the exhaust stack emission plum would be allowed by environmentalists if it was solely associated with heat dissipation from the coal fire power plant with 3-4 times the pollution emission measurements already offending so many? If the environmentalists are not effectively making a racket about this, then it is logical to speculate that this massive exhaust fan plum either does not have the offending coal pollutants because it is not part of the coal fired power plant or the huge massive plum is associated with some something else protected by very powerful national security and secrecy considerations with no issue being made of it.

Based on this visual evidence, I'm going to speculate that the massive plum on the right from the newly installed exhaust fans is logically not really associated with the coal firing aspect of the power plant at all but a completely different operation. An operation using its very close proximity to the plant and the round tank looking designed structures as covert misdirection as to what is secret and really going on here.

Now I'm not going to speculate as to what is inside the large round tanks with the Bucky Fuller type top covers. However, I am going to speculate that the fan array concentrations are just one component pulling and exhausting gases and heat from underground tunnel systems and underground power generation sources. Tunnels that have over time achieved establishing themselves this far away in distance from for example the San Juan/Dulce site in the past few years.

You should know that just north by northwest about 51 miles or 82 km from this power plant is the Michael Air Force base at Dugway Proving Grounds. Remember that the Dugway Proving Grounds encompasses some 1,252 square miles or 3,243 square km. That huge area brings the Dugway outer boundaries close to this power plant.

So, if there is extensive tunneling going on from San Juan/Dulce (and there is by the evidence in my Report #174 on San Jaun/Dulce), it is logical and reasonable to speculate that ambitious tunnel systems from San Juan/Dulce dug by Tunnel Boring Machines (TBMs) will radiate out and tie in with for example the military Dugway (Area 52) to the northeast, Area 51 and the Nevada Proving Ground underground facilities to the west, and the Cheyenne Mountain underground facilities in Colorado to the east to name just a few likely primary connection points. It is also logical to speculate that high speed transport likely in the form of monorail is part of these underground systems unless more advanced tube transport technology has been developed.

Now, don't mistake this, I am not here railing against these physical underground facilities. In fact, I recognize their practical if expensive usefulness in times of need. What I am cautioning against is the degree of automatic knee jerk secrecy that always seems to surround these operations. One needs to understand that secrecy breeds secrecy and it breeds the isolation disconnect mind set that comes with it. For example, if someone like me can figure this out just using the very limited Google Earth tool, what do you think adversaries with their professionals that do this for a living making use of their own highly sophisticated electronic equipment can figure out from satellite views that are not obfuscated?

The covert tactics exhibited here at this power plant are not keeping secrets from USA adversaries and it is delusional to think otherwise. Face it, they are effective only when used against US citizens in conjunction with many other such tactics and we are the ones paying for it all to be done to us. The average citizen trusts and rationalizes that surely those they trust must know what they're doing because we certainly don't.

The trouble is that this typical citizen winds up being disconnected more and more from reality and essentially becoming increasingly clueless and that mind set is in turn passed down into the subsequent generations where it increases and does not remain static. In this way the military and secrecy disconnect mind set prevails all across the social fabric breeding more and more secrecy and decision making isolation causing ever increasing disconnect from population welfare. That is not good.

An example of how far reaching the impact of this psychology is can be demonstrated in the largest corporate or government worlds. The board gives a CEO a fabulous bonus and themselves a piece of the bonus pie while at the same time cutting back on employees/tax payers and their pension plans and thereby corporate/government productivity. It obviously is very wrong on so many levels but the board/leaders that controls the corporate/government entity makes such self serving decisions with an expectation of no retribution or consequences. The conditioned shareholders/tax payers are too weak in will to counteract this and so great engines of productivity are gradually parasited to death wasting away eventually to nothing.

Even when there is a correction that is barely survived clearly revealing its major flaws, the addicted to control and power leadership merely cluelessly go back to doing as they always do and just blindly return to building yet another fantasy bubble that already carries within it the seeds of its own future destruction. Populations conditioned to follow for the convenience of others instead of think for themselves follow blindly into the darkness.

Accordingly when a dramatically strange event occurs in the sky over Norway just a day before President Obama is to be there to accept the Nobel prize, it gets just brief speedy news exposure measured in seconds going by so fast that if you blinked you missed it. Meanwhile, the news media beats to death Tiger Woods private life spending news time on it for days on end enough to give one nausea. Why? It's a self fulfilling thing. The more garbage in, through such conditioning, the more garbage is desired and the media will happily oblige.

So when our technology and will advances enough to enable beginning space and planetary exploration, this increasing prevailing mind set and its disconnect from population welfare goes out there with us right from the beginning permeating everything and with clueless us questioning very little. The net result is that truth for populations takes a hell of beating and is nearly nonexistent in space exploration for populations. When viewed in this overall context, it should come as no surprise that the space exploration science data as released to populations has very little truth in it or that the real truth obtained is restricted to a few power and control addicts thoroughly disconnected from the populations they are suppose to serve. Why? Because there appears to be no consequences for secrecy agendas indulging in this.

It is this increasing psychological disconnect that I do rail against. It has and is corrupting both sides and is incredibly dangerous as disconnect revolutions throughout history can attest to. Yes populations need to trust but not due to clueless ignorance and disconnect. That isn't trust, it is child like dependence without any connection to responsibility and a form of slavery. Whether populations want it now or not, we need to be exposed to the truth and reality of our environment starting on home ground and moving outward from there.

Here is a message for all but particularly the secrecy types. In the end, together we are stronger and divided we are so much more vulnerable. True adversaries understand this and capitalize on it. Keeping us divided via too much secrecy generated disconnect and ignorance serves the purposes of others and not that of Earth humanity. Loosen the secrecy reins or consequences waiting in the wings for ages will prevail.
